Due to the approval of our demmands by Consejo Superior Universitario, we the teachers as sign of good will have decided to start class again ASAP. So I will see you on Friday , March 14 for regular class. Thank you for your understanding and support.

COMUNICADO

A LA COMUNIDAD DE LA UNIVERSIDAD DE EL SALVADOR

Y DE LA FACULTAD DE CIENCIAS Y HUMANIDADES

EL PERSONAL DOCENTE EN PROCESO DE PROMOCIÓN

ANTE EL INCUMPLIMIENTO DE ACUERDO

EXPONE:

1.    La Junta Directiva de la Facultad de Ciencias y Humanidades aprobó, según Acuerdo No. 13, punto III.3, en acta No. 1/2014 (10/2011-10/2015):

“Ejecutar la reclasificación del personal académico por Ley de Salarios a partir del 01 de febrero de 2014 con el financiamiento de las 18 plazas PU-III vacantes y las respectivas plazas que actualmente sustentan los PU-II y PU-I, esta reclasificación es de acuerdo al Reglamento General del Sistema de Escalafón del Personal de la Universidad de El Salvador y al informe presentado por el Comité de Administración de la Carrera del Personal Académico (CACPA) e incluye a 93 docentes según el detalle siguiente: 60 PU-II, T.C. a PU-III, T.C.; 30 PU-I, T.C. a PU-II, T.C. y 3 PU-II, M.T. a PU-III, M.T., de acuerdo al puntaje máximo obtenido”.

2.    En el literal h de ese acuerdo también se plasmó que 21 docentes de la Facultad cumplen requisitos para ser promovidos en una segunda fase, considerando la disponibilidad financiera a partir del movimiento de plazas.

3.    Voluntariamente y con disposición al trabajo, 93 docentes han aceptado responsabilidades académicas adicionales a partir del 1 de febrero, según acuerdo, para hacer viable dicha promoción.

“Los docentes reclasificados asumirán asignación académica adicional mediante carta compromiso, con el fin de asegurar el desarrollo de las actividades académicas actualmente cubiertas por docentes hora-clase”.

4.    En el literal c del Acuerdo de Junta Directiva se establece que:

“El personal reclasificado pasará a la modalidad de contrato permanente por continuidad durante el presente año y se realizará la respectiva gestión de estas plazas en carácter de ejecución para que en el año 2015 los docentes que sean promovidos a la categoría de PU-II y  PU-III sean de conformidad a la Ley de Salarios de la Facultad de Ciencias y Humanidades.”

5.    La base financiera que respalda el proceso de promoción son 18 plazas PUIII vacantes en la Facultad de Ciencias y Humanidades, las cuales se destinan a este fin a partir del 16 de enero de 2014. Es inaceptable que acuerdos posteriores dispongan de esos recursos obstaculizando, inhibiendo y afectando el proceso de promoción del personal docente.

Considerando que el Acuerdo no se aplicó en febrero, y que al momento, las autoridades obstaculizan su aplicación, en asamblea de docentes se acordó movilizarnos y llevar a cabo las acciones reivindicativas que sean necesarias para exigir el cumplimiento del acuerdo en mención.
